This can occur when the Rock is not receiving continuous PoE+ (30W minimum).
There have been instances with a couple of switch models where using the 'auto' power management functionality on the Rock's switch port does not properly supply 30W continuously.
Setting the switch port to 'static' power with a minimum of 30W will resolve the issue.
If the switch configuration cannot be modified, using a PoE+ injector will also work.
